I used to use L'oreal Eye Makeup Remover because L'oreal owns Lancome and many of their items are similar (Colour Juice vs Juicy Tubes, ring a bell?). I've heard great things about Lancome Bi-Facil, but it's $26 a bottle! So I figured the L'oreal version even comes in a similar looking bottle, it's got to be decent. Wrong. Tons of tugging and could not even remove water soluble mascara. Ever since that nightmare of a bottle, I've been on the hunt for a new eye makeup remover. Maybe it's just me, but I don't see a lot of drugstore brand makeup removers. The first one I came across was Neutrogena Eye Makeup Remover.
It runs around $5 at Walmart and Target, and $6 at drugstores. However, they have a twin pack for $8 at drugstores, which I got. I've only seen this twin pack at drugstores, not mass merchandise stores. In terms of cost, it's very much within my budget, especially with the twin pack deal. The bottle itself is pretty average, nothing special. It's already leaked on me though.
Neutrogena was definitely a huge improvement from L'oreal. I think it removed my makeup decently. But you have to realize, I don't wear tons of eye makeup everyday. I wear it maybe 2 to 3 times a week. Even when I do, it's basically mascara and liner. Since I've started blogging, I've been experimenting more and using shadow. But you see in my posts that my looks are very subtle and I don't use a whole lot of shadow. The shadows swipe off pretty easily without any tugging. I like that it is very gentle, however I use waterproof mascara. It gets good amount off but not completely. I'm sure it could get it all off, but I don't want to sit there rubbing my eye to blindness trying to do so! I use Vaseline to get the rest off because it also conditions my lid and my lashes.
The bottle claims that it's oil-free and leaves no oily residue. So if it's oil-free, I'm curious as to what the slick feeling on my lid is after using this. Even if it's not oil, there's some kind of residue on my lid. I don't like that feeling at all! It's not gross as it is weird. I have to wipe it a few times with a clean cotton ball to remove it. Now, L'oreal's didn't leave a weird residue, but it didn't remove makeup either. This weird residue may or may not occur on you though. I've read some reviews on MakeupAlley.com and some claim it leaves a residue, while others don't.
I can't honestly say how well this works for heavy eye makeup wearers since I'm not one. I recently saw some videos from my fav makeup gurus xteeener and Lurve about their experience with Neutrogena. They tend to wear a lot more shadow than I do, however their opinions differ. But in my overall opinion, I think if you're light makeup wearer like I am, it's not a bad product. I don't think it removes waterproof mascara all that well, so 1/2 cupcake deducted for that. It should do what it claims! I'm going to deduct another cupcake for the oily residue.

i've been using my magic mitt from jane iredale for a while now, and it works great at removing make-up. i wrote a review about it in my blog if you'd like to check it out. =)
I like to use Clinique's makeup remover with the purple liquid. It's super oily but it gets the job done so I don't mind. Other than that, vaseline is good & Neutrogena's Fresh Foaming Cleanser.
I think I know what you're talking about regarding the residue. Does it look kinda white like your skin is super dry? That's what I get when I use it anyway. ^_^ I still like using it though cuz it does a great job at taking waterproof stuff off w/ ease. I've learned to use it BEFORE I wash my face so any residue I get, I would just simply wash it away...
i feel a weird almost tightening drying feeling after i use the neutrogena but i can't say it's too bothersome or anything. i just prefer using something more moisturizing =)
Hmmm I'm not bothered much by the residue nor it gives my skin a drying effect afterwards. I use the same mascara and it's waterproof too. Awww I'm sorry it didn't work out for you :(
Maybe I'm just not used to the residue? It bothers me slightly, but not enough to not use the product. I have a hard time getting off mascara in general. It might be because I'm scared that rubbing it too much will cause some lashes to fall out and I barely have any to begin with!
neutrogena makeup remover is THE BEST. have you tried their makeup remover wipes? the wipes don't work as well to remove waterproof makeup, but it sure gets off regular eyeshadow, foundation, lipstick, etc. of.
